ISO 9001 Requirement for CIDB

What is CIDB?

CIDB is Construction Industry Development Board established under the Construction Industry Development Board Act (Act 520) and among its functions are to promote and stimulate the development, improvement, and expansion of the construction industry.

Its mission is to develop the Malaysian Construction Industry in line with a vision to be a credible organization in developing a World-Class Construction Industry.

CIDB has come out with some best practices guidelines such as the Quality Assessment System in Construction, Safety and Health Assessment System in Construction and others.

Quality in Construction

Quality is a standard as measured against products or services that bear on its ability to satisfy stated & implied needs and it is free of deficiencies, meeting customer’s requirements. To confirm the quality of the construction, every parties or personnel involve in the process will need to measure.

Where ISO 9001 important in CIDB?

Under Act 520, it is mandatory for all contractors (local or foreign) to register with the Construction Industry Development Board Malaysia (CIDB) prior to undertaking and completing any construction work in Malaysia. This exempted contractors who fall under Section 40 (1).

There are a few grades of registration – Local Contractor Registration Certificate (PPK) & Government Work Procurement Certificate (SPKK) from G1 to G7. The difference in the grade is the value of work or the limit of the tender figure. To participate in any government work procurement in construction, the contractor needs to register as an SPKK holder.  While register as an SPKK G7 contractor, a valid ISO 9001 certification is a must. With the valid ISO 9001, ISO 14001 & OHSAS 18001/ISO 45001 certificate, the registered contractor are can be considered to have 40 CCD points. Besides, the ISO 9001 certificate can increase the SCORE of the contractor.

ISO 9001 is widely encouraged by the government to implement in the construction sector to avoid any inefficiency that could result in poor quality of products and services being delivered to the customer.
